Norwalk VINELink Release Coverage
Connecticut VINE and CT SAVIN provide free, confidential access to custody status and criminal case information. The service also covers protection-order events. It is available to the public, not only to a person formally named as a victim. For a Norwalk matter, that scope can bridge the gap between a city police event, a Superior Court case, and a person who entered CT DOC custody.
Norwalk has no city jail release roster. A person released directly from temporary police custody may be tracked through the local arrest record and court case rather than a DOC inmate result. If the person entered state custody, CT SAVIN can report matched prison and community-release events. It also can provide court notices tied to a docket. These are separate streams, and each must be registered on its own.
Federal Bureau of Prisons custody is outside Connecticut VINE coverage. Immigration detention is also a separate system. Use BOP's inmate locator for federal custody and ICE's official locator for current immigration detention. A missing VINELink record does not prove that the person was never arrested, held elsewhere, or released from another authority.
Search a Norwalk VINELink Record
Gather identifiers before searching. CT SAVIN supports a first and last name, inmate number or ID, and docket or case number. A birth date, police case number, or court docket can help rule out a false match. The Norwalk Daily Logs may provide a case number and court date, while the CT DOC inmate search may supply the inmate number.
- Open the Connecticut state page on VINELink or the VINELink app.
- Choose the Connecticut route for offender custody or criminal court information, based on the event being tracked.
- Search by first and last name, inmate ID, or docket number. Use the most exact identifier available.
- Compare the result with a date of birth, court record, police log, or DOC record before selecting it.
- Open the matched record and read the event type, status, and agency context. Do not treat a court event as a custody event.
If a name search gives several results, narrow it with an inmate or docket number. Do not guess from a similar spelling. A statewide system includes people from all Connecticut courts, and a Norwalk person in DOC custody may be located at Bridgeport, York, Garner, or another institution.

Norwalk VINELink Release Fields
VINELink is an alert and status service, not a full criminal history or certified release document. The Connecticut notification material identifies several event types that can answer a narrow custody question. A released result can distinguish release from prison, release to parole, and release to the community, but the official record copy still comes from DOC, the court, BOPP, or another record custodian.

Register Norwalk Release Notifications
Registration lets CT SAVIN send an event after the initial search. Choose only the record that has been verified with official identifiers. A phone number, email address, text number, app alert, or more than one method may be used where the system offers it. Keep account and PIN details private.
- Select the confirmed offender, custody record, or court case.
- Choose the event group needed, such as custody status, release, parole, court events, or a protection-order change.
- Select phone, email, text, app, or multiple delivery methods.
- Create an account or continue without one if the service permits. Set a four-digit PIN for phone notice confirmation.
- Review the selected person, case, event type, and contact information, then confirm registration.
- Save the PIN. Contact CT SAVIN or the Office of Victim Services if contact details later change.

Separate Norwalk Court Release Alerts
Connecticut's most important local notification rule is easy to miss: court-case updates and custody-status updates require separate registration. A Norwalk defendant may have a pending case at the same time that CT DOC holds the person. Registering for the inmate record does not automatically create notices for the court docket. Registering for the court case does not automatically create a DOC release alert.
Court notifications can include an upcoming hearing, a bail change, plea hearing, sentence, dismissal, nolle, probation violation decision, sentence reduction, appeal, or an entered-in-error notice. Custody notifications cover events such as scheduled release, actual prison release, community release, parole release, escape, return from escape, and an interstate prison transfer.
This two-track structure is especially useful in Norwalk because the police log is not a custody roster. The court alert can explain the legal case while the custody alert reports the correctional event.
Confirm Norwalk Phone Release Alerts
A four-digit PIN confirms receipt of a CT SAVIN phone notification. The Connecticut brochure says phone notices are sent every 30 minutes until received. Entering the correct PIN tells the system that the notice reached the registrant. If the PIN is not entered, calls continue every two hours for up to 48 hours.
Text and email notices are sent once. App notifications appear under the Alerts icon and may also arrive as push notifications. Those differences matter. A missed text is not repeated on the phone schedule, and an app alert can remain inside the app even when the push notice was not seen.
Write down the PIN in a secure place. If a phone number or email changes, update the registration instead of assuming the alert will follow. A notice system can only deliver to the contact details on file.
Note: Repeated calls mean the PIN has not confirmed receipt; they do not mean that several separate release events occurred.
Interpret Norwalk Release Notifications
"Released" should be tied to the authority named in the event. Release from prison can lead to parole or special parole, which means the person lives in the community under rules and supervision. A transfer means custody changed hands. Escape is not release. A scheduled release is an expected event that may still change.

- The end of the sentence or supervision obligation, which is different from release to supervision.
- Detainer
- A request or hold from another authority that may lead to continued custody or transfer.
Confirm the current status in the source system. CT DOC's public search includes current location, status, estimated and maximum release dates, special parole date, and detainer information for records it can disclose. A court docket explains bond, sentence, dismissal, or another order. The Norwalk Records Unit can address disclosable local arrest and custody documents.
Norwalk VINELink Search Limits
CT SAVIN depends on a correct match and an event supplied by the participating source. Data can lag. It is not a universal archive, an emergency service, or a source for certified copies. Call 911 for an emergency. Use the originating police, court, DOC, or parole authority when an event needs direct confirmation.
For a Norwalk police arrest that ended before DOC intake, check the Daily Logs, court docket, and Police Records Unit. For a state correctional case, compare the alert with CT DOC. For a parole decision or hearing record, use the Connecticut Board of Pardons and Paroles. BOP and ICE maintain separate federal systems that VINELink does not replace.
The Norwalk custody path can also shift between systems without a gap in legal control. A person may leave the police lockup for arraignment, move into DOC custody at Bridgeport Correctional Center, transfer within DOC, and later enter parole supervision. VINELink may report some matched custody changes, while the court docket explains the orders and the DOC record shows the correctional status. Read the agency and event label with each notice. A transfer alert does not mean community release, and release to parole does not mean the sentence has ended. If the event lacks enough detail, use the inmate number or docket number when asking the named agency to verify it.
A sex offender registry is also separate. It covers only people with a legal duty to register and is not a general list of released inmates. Do not infer registry status, release status, or lack of custody from a VINE no-result alone.
When a certified or disclosable copy is needed, request it from the agency that holds the record. The notification can mark the event, while the agency record supplies the source details and legal context.
